What the clause is really asking

This is the heartbeat of ISO 45001 and what most sets it apart. Workers see the hazards first, so the clause demands you consult them and let them participate in things like hazard identification, incident investigation, control decisions and policy development. It also demands you remove barriers to participation such as fear of reprisal, language gaps or not giving people time, and that you give them the information they need to take part.

What auditors look for

Auditors interview shop-floor workers, not just managers, and ask whether they were involved when controls were chosen or incidents investigated, and whether they feel safe raising concerns. They look for evidence of real two-way involvement such as suggestions acted on, not a suggestion box nobody empties. They probe how barriers like language, shift patterns or fear have been addressed.

How to comply — recommendations

Build worker involvement into your routine processes so operators help identify hazards, review controls and investigate incidents, and record their input. Make it safe to speak up by protecting anyone who reports a problem and showing that concerns lead to action. Tackle practical barriers head-on, such as translating materials, giving paid time to participate, and using worker representatives. Close the loop by telling people what happened to their input.
