What the clause is really asking
A safety system starves without resources. The clause requires you to determine and provide what the OH&S system needs, from competent people and time to budget, tools and facilities. The intent is that safety is properly funded and staffed, not run on goodwill and after-hours effort by one overstretched person.
What auditors look for
Auditors look for signs of under-resourcing, such as overdue inspections, broken safety equipment not replaced, or one person doing everything. They ask whether requested safety resources were granted and check this against the leadership commitment in 5.1. Worker comments about missing equipment or no time for safety tasks are telling.

How to comply — recommendations
Work out honestly what your safety system needs in people, time, money and equipment, and provide it. Make sure safety tasks have dedicated time rather than being squeezed into spare moments. Replace and maintain safety equipment promptly. Keep evidence that resource requests were considered and granted, which also supports your leadership commitment.
Common nonconformities
Safety activities chronically behind because nobody has time; broken or missing safety equipment not replaced; one person carrying the whole system with no backup; resource requests refused while the system is expected to perform.
