Plain-language summary
Making sure workers understand the hazards around them, the policy, their part in safety, and what can go wrong if controls fail.
What the clause is really asking
Competence is about doing a task; awareness is about understanding the bigger picture of risk. The clause wants workers aware of the OH&S policy, the hazards and risks relevant to them, the controls in place, incidents and their outcomes, and crucially their ability to remove themselves from danger without reprisal. The intent is a workforce that recognises risk and feels empowered to act on it.
What auditors look for
Auditors ask workers what hazards apply to their job, what they would do in an emergency, and whether they could stop work or walk away from a dangerous situation. They probe awareness of recent incidents and lessons learned. Blank looks or fear of leaving a dangerous task are red flags.
Typical evidence
Induction and toolbox talk records; safety briefings on incidents and lessons learned; awareness of stop-work and removal rights during interviews; communication of policy and hazards; signage and visual reminders.
How to comply — recommendations
Use inductions and regular toolbox talks to keep workers aware of their hazards, controls and the policy in language they understand. Share what happened in incidents so people learn from them. Make absolutely sure workers know they can remove themselves from imminent danger and will not be punished for it. Test awareness informally by chatting to operators, since that is exactly what auditors do.
Common nonconformities
Workers unaware of the hazards specific to their job; no knowledge of how to respond in an emergency; workers believing they cannot stop work or leave a dangerous situation; incidents not communicated so lessons are lost; awareness activities not recorded.
